CleanBC Heavy-Duty Vehicle Efficiency Program – Year 4

In partnership with the BC Trucking Association and the BC Ministry of Transportation and Infrastructure, the province committed $3.5 million to the fourth year of the CleanBC Heavy-duty Vehicle Efficiency (HDVE) Program which runs until August 31, 2023, or until the funds are fully allocated, whichever comes first. 

CleanBC’s Heavy-duty Vehicle Efficiency Program offers an opportunity for MPI Transportation Vendors and Carriers to utilize the program incentives to convert part of their fleet or even take advantage of other equipment incentives. The program consists of two parts: a course (in select locations or online) and an application-based incentive program. 

 

Program Eligibility Requirements 

To be eligible to participate in the Program, a company must: 

  • have one or more heavy-duty commercial vehicles in their fleet (a vehicle with a gross vehicle weight greater than 11,794 kg) that is licensed and insured to operate in BC; 
  • have a current National Safety Code (NSC) certificate with a “satisfactory” rating (Note: it does not have to be a BC-issued NSC and rental companies are not required to have an NSC); 
  • conduct business in BC; 
  • have a terminal located in BC; and 
  • have a company delegate take and pass the CleanBC Heavy-duty Vehicle Efficiency Program Course within the program year (August 12, 2022 to August 31, 2023) prior to taking possession of fuel-saving equipment. 

*Membership in BCTA is not required to participate in the Program.

Incentive Amounts and Qualifying Equipment 

Incentive amounts are up to $15,000 per vehicle and up to $100,000 per fleet for purchase and installation of approved fuel-saving equipment.

Program Course

Applicants must also successfully complete the free, pre-requisite CleanBC HDVE Program Course that describes the benefits of using different fuel-saving technologies and practices for the NSC company the vehicle(s) included in the application are registered under. 

The course: 

  • describes the benefits of using different fuel-saving technologies and practices for the NSC company the vehicle(s) included in the application are registered under. 
  • teaches participants the importance on why truck and motor coach fleets of any size should have a fuel management program that focuses on driver training 
  • Teaches benchmarking 
  • Teaches adoption of fuel-saving equipment 
  • Teaches fleet turnover, including consideration of alternative fuel options 

Course registration is free and upon successful completion of the course, participants are eligible to apply for CleanBC HDVE Program Incentives.
